  • Mr. Saunders served as the Co-Chairman of the “Safe Stat” task committee.  This committee was a major influence in assisting the Inspector General’s Office to apply pressure to the FMCSA to correct and update information surrounding the roadside inspection. This change forced state and local law enforcement to input accurate information on the violation reports, which allowed these reports to assist better in the carrier’s safety ratings.

  • Mr. Saunders is also a current member of Commercial Vehicle Safety Alliance in Washington DC, This is an organization that is funded and made up of State and Federal law enforcement designed to work with the Trucking industry in a joint effort to assist in controlling accidents and eliminating non-qualified drivers. David is a former committee member of the enforcement committee. David still attends and is very much active in the CVSA committee and serves as a “roadside inspection” judge with the CVSA organization for their annual inspection competitions.  The CVSA includes almost every state law enforcement officer organization in the country in its membership.

  • Information brought forth to the ATA by CSS on the tracking of positive drug screen drivers from one fleet to another has prompted the ATA to join CSS in a Research Project to study the placement of any positive drug test results on the face of the CDL as well as suggest a national database of positive drug test information.

One of the main questions I receive each week is what impact will this have on my business?  I share that it could have a positive impact on your trucking business if you are prepared and one of the ways you must prepare is to know how you are being measured.

I was shocked to learn that less than 10,000 carriers have gone on-line to learn their safe stat score over the past couple of months!  This one of the most important steps a carrier can take right now to get them on track to being compliant for CSA 2010

After delaying sweeping truck safety changes, the Federal Motor Carrier Safety Administration is “absolutely on target” to meet its new deadlines, FMCSA administrator Anne S. Ferro said Thursday.

Again, the data isnt in anyones favor and Carriers that are in this “Wait and See Mode”, are in big trouble December 1st when the Safe Stat is unplugged.

Since April, trucking companies have been able to review their CSA 2010 safety data, including roadside inspection results and accident data organized by category.

 

“If carriers aren’t looking at their data today, shame on them,” Ferro said. “Everybody has the ability to do that today online with a PIN.”

FMCSA will pull the plug on SafeStat Nov. 30, transitioning to a new Carrier Safety Measurement System. Carriers will be able to preview their ratings in August.

 

In December or January, the agency will issue a notice of proposed rulemaking on its process for rating a carrier’s safety fitness. “That’s when we finally cross the line in the sand and decouple safety ratings and compliance reviews,” Ferro said.

 

Instead of compliance reviews, safety ratings will be scored based on the results of all safety-related roadside inspections and state-reported crash data.

Below I share a question and answer conversation that took place with my company CSS. This conversation includes insight on how the new PSP process works and what you need to be looking for.

Customers of PSP Information taking issue with the data..Customer names held to protect inncocent! 

One of my customers is having an issue with the info on the PSP program.   Apparently it is not accurate all of the time. Has anyone else heard of problems with the PSP?  I am wondering if you might have some type of connect with someone at the FMCSA level or NIC that could do a little bit of investigation work to ensure that all data is being transmitted properly.. See my issue below. Thanks

Answer:

I thought I would provide you with a little feedback on the new PSP process and maybe ask you for some assistance in helping me to validate the PSP system (I don’t know what kind of rigorous testing they put it through, but you would think they would have involved some carriers so that the carriers could validate that the information was being transmitted properly).

 

I have ordered about 4 report thus far and thought the process was going well.  However, on the last report I ran, it reflected that the drivers record was totally clean.  HOWEVER, when I received a report back from a previous employer, he has indicated that the driver had some log issues and non-moving violation issues.  Because I wanted to valid the information, I call the previous employer to ask “were these issue written up on inspection forms?”

My initial thoughts were that they were just warnings of some sort and were not reported into the inspection data.  HOWEVER, the previous employer validated that there were in fact 3 inspections that were issued to this driver with issues on them.  This became a concern to me, because if I am paying the $10.00 to get the information (which should be in their inspection system), and not receiving a full picture of a drivers history.

 

Because I was concerned, I called the help line (provided by PSP provider) and was told “this is the only information they were provided and so that is all I would get”.  Now, I do realize that if the information is not reported and part of their data, that they can’t report anything, but I would have thought that they may wanted to take this specific example and follow it backwards to validate that all the data is transferring.

They only thing they told me was that “it’s the drivers responsibility to make sure the data is accurate” – well in this situation, obviously the driver is not going to fight to get things placed ON their record.  I asked to talk to a manager, and they called me back and left me the same type of message.

I am very leery of running the reports now as I am spending money on something that I am not sure is valid information. 

 

In the midst of typing this email, a roadside inspector stopped by my office to talk with me regarding CSA 2010.  I was then able to pose this situation to him and he was able to look the drivers history up.  The history on the driver (from the actual FMCSA data base) reported that he had 1 inspection (not 3) for an overweight, HOWEVER again the PSP report I ran did not indicate any inspection. 

 

Pre-Employment Screening Program (PSP) $12.50-
This search is for commercial driver crash (CMV) and inspection information. Each month, FMCSA populates the PSP with an updated MCMIS data extract containing driver crash data from the previous five (5) years and inspection data from the previous three (3) years.

The CMV driver safety information extracted from MCMIS and made available for pre-employment screening comes from the following reports: commercial motor vehicle accident reports; inspection reports that contain no driver-related safety violations; and serious driver-related safety violation inspection reports.

Six months and counting: Are you ready for CSA 2010?

Contrary to many rumors, the Comprehensive Safety Analysis 2010 (CSA 2010) will debut November 30, 2010. The Safety Measurement System (SMS) will replace the current SafeStat methodology.

Under CSA 2010, the SMS will score carriers on all violations occurring during roadside inspections in the past 24 months, as well as reported crashes in that same time period.
